Throttlr - Per-App Network Throttler

Throttlr is a free, per-application network throttler for Windows. Instead of degrading your whole connection, it hooks the WinDivert kernel driver and matches one process by its PID — so you can lag, drop, throttle bandwidth, freeze, block, or scramble just that one app's packets while everything else runs untouched.

Built for testing how apps behave on bad networks: recreate 300ms ping for a game, simulate packet loss for QA, cap a background updater mid-stream, or inspect exactly what a process is talking to on a live connection map. Includes a connection inspector, PCAP capture, domain/geo blocking, and a scriptable filter system.
